Two years ago I did a hand rubbed finish on a dinning room table. Now there are dull spots coming up on it. Does anyone know if I could buff it out with steel wool and than polyurathen it?

I don't know what the original finish you rubbed out was, but I would consider it "ready for the next coat." Whatever you did prior to the original rub out, do again and then start the rub out again. If you used shellac, or lacquer or poly, you are best using the same and rubbing the same.
